Ms. Madhabi Puri Buch assumed office as Chairperson of Securities & Exchange Board of India (SEBI) with effect from March 2, 2022. 

Ms. Buch has served as Whole Time Member, SEBI till October 04, 2021. She has handled Market Regulation Department, Market Intermediaries Regulation & Supervision Department, Integrated Surveillance Department, Investment Management Department, Department of Economic & Policy Analysis, Office of Investor Assistance & Education, National Institute of Securities Markets and Information Technology Department.   

Ms. Buch has also served as  a Consultant to the New Development Bank in Shanghai.  Ms. Buch also served as the Head of the Singapore office of the Private Equity Firm,  Greater Pacific Capital. She also served as the Managing Director and Chief Executive Officer at ICICI Securities Limited and as Executive Director, on the Board of ICICI Bank.  Ms. Buch also served as a non-executive director on the Boards of various companies.   

Ms. Buch holds  an M.B.A. from the Indian Institute of Management, Ahmedabad and is a Graduate in Mathematics from St. Stephen's College, New Delhi. 

Shri. Devendra Fadnavis is presently the Deputy Chief Minister of Maharashtra. He served as 
the 18th Chief Minister of Maharashtra from 2014 to 2019. Maharashtra, the 3rd largest state 
of India in terms of area and population, became the most economically advanced state with 
the highest industrial output (nearly 25% of the country’s output) under the visionary 
leadership of Shri. Fadnavis. 
Shri. Fadnavis strongly believes that ‘Politics is an instrument for socio-economic change’ 
and his political career of 25 years continues to reflect the same. His capacity to work tirelessly 
and relentlessly comes from his mantra of ‘People First’. At every step of his socio- political 
journey, he has been pertinacious to see equitable progress for all. 
Shri Fadnavis hails from a middle-class progressive family in Nagpur. His diverse educational 
background includes a Graduate Degree in Law, a Post Graduate Degree in Business 
Management and a Diploma in Project Management from D.S.E. Berlin. 
His political career began at a very young age, in 1992. He was elected as the Councillor at 
Nagpur Municipal Corporation and served two consecutive terms. He has the distinction of 
being the second youngest Mayor in India. He has been the youngest Mayor of Nagpur and 
has been the only person to be re-elected on the position of ‘Mayor in Council’. Also was the 
Mayor of Nagpur twice. There after he has been elected as the MLA - Member of Maharashtra 
Legislative Assembly for 5 consecutive terms. He has earned the recognition as leader of 
masses. 
His ability to assume multiple leadership roles is undisputable. He has ably done justice to 
leadership roles within the party, as a member of legislature and as an elected representative 
of the people of Nagpur. 
On the organisational front in Bharatiya Janata Party, he rose strongly and steadily from the 
rank of Ward Convenor to President of BJP, Maharashtra. The most recent organisational 
responsibilities being in charge (Prabhari) of Kerala State and Election In-charge of Bihar 
State Assembly Elections 2020. 
The campaigns for historic 2014 and 2019 Lok Sabha elections in Maharashtra were led by 
Shri. Fadnavis. The Maharashtra Assembly Elections and many elections for rural and urban 
local bodies were fought and won under his leadership, creating histories and records. 
As a Member of Legislative Assembly, he is known for his spirited and intellectual debates. 
His understanding of fiscal issues is appreciated across party lines. He has served as a 
member of various Subject Committees, Standing Committees and Joint Select Committees 
of Legislature. He is recipient of The Best Parliamentarian Award of Commonwealth 
Parliamentary Association. 
As an elected representative of people of Nagpur, he was instrumental in resolving long 
pending and complex land ownership issues. He is known to be a fervent advocate for the 
cause of equitable development of Vidarbha region, for which he was felicitated with 
prestigious Nag Bhushan Award in 2016. 
Shri Fadnavis holds the record of becoming the first Chief Minister of Maharashtra to 
complete a full five-year term in last 47 years and only the second one in entire history of 
Maharashtra. 
Shri. Fadnavis’ tenure as the Chief Minister of Maharashtra was exemplary. People centric 
inclusive governance with knowledge driven policy making, use of technology as key 
enabler, dynamic approach towards development, problem solving and result oriented 
frameworks for project implementation were features of his transformative rule. 
Besides serving as the Chief Minister, he held other portfolios too, such as Home, General 
Administration, IT, Urban Development, Law and Judiciary, Ports, and Information & Public 
Relations. 
Jalyukt Shivar Abhiyan, an ambitious program which aimed at making Maharashtra drought 
free is an example of his understanding of aspirations of people and his ability to mobilise 
these aspirations into the mission. The program received tremendous response from not 
only the farmers but from people across all walks of life. It was a unique example where a 
government program turned into a people’s movement. The success of the program is not 
only limited to creation of 6 lakh plus low cost, decentralised water structures across 22 
thousand plus villages but the program also facilitated harmony in many villages, 
empowering the people to join hands to mobilise resources and to find their own 
sustainable solutions. 
Shri. Fadnavis’ strong inclination towards transparency and good governance was evident 
when he announced to enact the Right to Service Act, in the very first cabinet meeting of his 
government. At the time, it was first of its kind legislation in the country to ensure efficient 
delivery of Public Services. Eventually 393 services were brought online that benefitted lakhs 
of people. ‘Aaple Sarkar’ too is one of a kind grievance redressal platform started by Him for 
the ease in remedy to the common man. 
Shri Fadnavis’ inclusive leadership also involved many out-of-the-box ideas such as Chief 
Minister Fellowship Program. Youth in their twenties were invited to join government to 
bring in fresh perspective and energy in governance and policymaking. 
Infrastructure projects got tremendous impetus during the tenure of Shri. Fadnavis. His 
project management approach and problem-solving skills along with a War Room to 
monitor the implementation of key projects, ensured that the bottlenecks were removed 
and projects were expedited; be it Mumbai, Pune, Nagpur Metro projects, Nagpur- Mumbai 
Samruddhi Expressway, Coastal Road or MTHL (Mumbai trans harbour link). 
Under his stewardship and persistent efforts to boost investment and industrialisation, 
Maharashtra had achieved the feat of attracting 50% of the total FDI inflow into the country 
in 2016. 
Shri. Fadnavis is seen as a promising leader by investors and corporates. He successfully 
mobilised their support for social good. His initiatives such as Village Social Transformation 
Mission, SMART (creation of value chains for agricultural produces) and Sahabhag (Social 
Responsibility Cell) were hailed and supported by industry leaders. 
Given his in-depth knowledge and unique approach towards sustainable development he 
was invited by several national and international agencies for his inputs on sustainable 
agriculture, climate change and energy security. The most prestigious of these was invitation 
of NITI Aayog to chair the High-Power Committee of Chief Ministers on Transformation of 
Agriculture. 
Devendra Fadnavis’s political acumen and skills have been recognised by several forums, both 
nationally and internationally. He has been the recipient of many honours. He was elected as 
the Secretary of Global Parliamentarians Forum on Habitat for Asia region. He is the first 
Indian to be selected for an Honorary Doctorate by Osaka City University, Japan for his 
initiatives to implement major reforms for the cause of socio-economic development in 
Maharashtra. He has received the honour of being Singapore’s prestigious Lee Kuan Yew 
Exchange Fellow. USA’s Georgetown University has honoured him with the Outstanding 
Leadership in Development Award. 
Amidst the hustle bustle of his socio-political life Shri Fadnavis, is a dutiful son to Smt. Sarita 
Fadnavis, a devout husband to banker and social worker Amruta Fadnavis and doting father 
to Divija. He is a private person who enjoys writing, reading, watching movies and web-series, 
cricket, listening music in his moments of solitude.
 

Shri K. Rajaraman belongs to the 1989 batch of Indian Administrative Service (Tamil Nadu cadre) and has assumed the responsibility of the Chairperson of International Financial Services Centres Authority (IFSCA) after serving for nearly 35 years in various leadership roles in Government of India and Government of Tamil Nadu. Prior to joining the IFSCA, he served as the Secretary to Government of India in the Department of Telecommunications. He is a B.Tech Graduate in Electronics & Communications, a first-class MBA and Master of Economics.  
Starting his career as a Design Engineer in BHEL, Trichy, during his rich and varied experience as an IAS Officer, he had held various administrative positions in the areas of Investment Promotion, Foreign Direct Investment, Public Sector Undertakings, Industrial Infrastructure, VAT Administration, etc. He was MD of Chennai Metro Railways for nearly 4 years during its early construction phase, Commissioner for Commercial Taxes in Government of Tamil Nadu, and Joint Secretary Expenditure in Government of India. He also served as Additional Secretary, Investment, IER and Administration in the Department of Economic Affairs, Ministry of Finance.

Dr. Vivek Joshi joined the Indian Administrative Service (IAS) in 1989. Dr. Joshi holds a PhD in International Economics from the Graduate Institute Geneva (Switzerland). He completed his doctorate under the guidance of Prof. Richard Baldwin. He is also an alumnus of University of Roorkee (now, Indian Institute of Technology Roorkee), where he did his B.E. in Mechanical Engineering in 1987. 
Dr. Vivek Joshi is currently posted as Secretary to the Government of India, Department of Financial Services, Ministry of Finance since 1st November, 2022. In this assignment, Dr. Joshi is dealing with policies, schemes and legislations related to banking sector including Public Sector Banks, insurance sector, Financial Institutions, financial inclusion, and pension reforms. He is also serving as member on the boards of Reserve Bank of India (RBI) and State Bank of India (SBI).  During 2014-17 he was also Joint Secretary in Ministry of Finance.
Prior to joining DFS, Dr Joshi has held crucial posts like Registrar General of India under MHA and worked in Minitries of Women and Child Development, Textiles and other Departments of Government of Haryana.

Mr Sumnesh Joshi has worked with UIDAI as a first officer at UIDAI Regional Office Mumbai in April 2010 as a part of the founding team under leadership of Mr NandanNilekani. He was instrumental to  roll out the implementation of biometric based Digital Identity“Aadhaar” project in Maharashtra, Gujarat, Goa, Dadra Nagar Haveli and Daman Diu.
 
He worked with the Aadhaar Eco System Partners like State Governments, Regulators, Banks, Insurance Companies and  Fintech Companies and guiding them in designing the solutions for the convenient delivery of various services using “Aadhaar”.  He facilitated the use of Aadhaar -a Digital Identity Platform in E-Governance for Targeted Delivery of Services and Benefits.

Mr T. Rabi Sankar, a career central banker joined the Bank in 1990 and has worked in various capacities until he assumed the Office of Deputy Governor in May 2021.  His current areas of responsibility include public debt management, forex reserves management, payment systems, IT infrastructure, currency management and foreign exchange management.  Mr Sankar is also the Chairman of the Reserve Bank’s currency notes printing Press.  
Mr Sankar has extensive experience in the area of public debt management. In the early 2000s, he played a key role in creating the regulatory framework for government securities market in India.  He was also instrumental in setting up Reserve Bank of India’s screen based anonymous Negotiated Dealing System (NDS) in Government Securities with guaranteed settlement through a central counterparty.  More recently, under his guidance, RBI has rolled out a web-based system called “Retail Direct” enabling Indians to directly buy and sell Indian government bonds.  Earlier, Mr Sankar worked in the Indian Government and helped in setting up government’s public debt management unit inside the Ministry of Finance.  He has also advised the Government of Bangladesh regarding their government securities market and served as an IMF Consultant (2005-11) on developing Government bond markets and debt management. 
As Deputy Governor In-Charge of Payment Systems, he has oversight of the well-known Unified Payment Interface (UPI) and other digital payment systems, all of which have contributed to widespread adoption of digital payments and positioned India as a leading country in this area.  The RBI recently set up its own Innovation Hub in Bangalore which has devised a digital solution for speeding up disbursal of rural credit and other innovative initiatives for strengthening financial inclusion.  More recently, the RBI has rolled out a pilot for testing the Central Bank Digital Currency (CBDC).  
He has represented RBI on international forums like Bank for International Settlements and various internal and external expert committees and working groups.
Mr Sankar has a Master of Philosophy in Economics from the Jawaharlal Nehru University, New Delhi. 

Hon. Soraya Munyana HAKUZIYAREMYE was appointed Deputy Governor of the National Bank of Rwanda in March 2021.  
Prior to that, she served as Rwanda's Minister of Trade and Industry, from October 2018 to March 2021; she began her tenure as a Cabinet Member right after her time as Vice President in the Financial Institutions/Financial Markets Risk Department at ING Bank in London. 
Hon. Soraya M. HAKUZIYAREMYE has had an extensive career in global banking; she worked in various positions at BNP Paribas Group in Paris, Fortis Bank and the Bank of New York Mellon in Brussels. She also served as Senior Advisor to Rwanda’s Minister of Foreign Affairs from 2012 to 2014. 
She holds a postgraduate degree in International Management from the Thunderbird Graduate School of Global Management in the U.S., as well as a Masters in Business Engineering (Ingénieur de Gestion) from the Solvay Business School at the Université Libre de Bruxelles in Belgium.

Mr Ajay Kumar Choudhary is an Executive Director at Reserve bank of India, Holding the
portfolio of FinTech Department, Risk Monitoring Department, and Inspection Department.

He is overall responsible for Implementation of Central Bank Digital Currency (CBDC), approach towards Crypto Assets, potential regulatory guardrails relating to Fin-Techs and Big-Techs, regulatory sandbox operation, RBI Innovation Hub, and all related areas on Fin-Tech including sustainable finance. He also looks after internal governance in Reserve Bank of India relating to Risk Monitoring and Internal Inspection as second and third lines of defence.
 
He is a seasoned executive with a unique blend of vast supervisory and regulatory experience and accomplishments. He has a proven track record in banking supervision, regulation and related Fin-Tech areas in various capacities, including leadership positions, spanning over 30 years, involving designing and implementing various regulatory/public policies, extensive on-site inspections at the field level, and off-site supervision at corporate office level.
 
He has rich International Experience in various capacities. He was deputed as Director of Supervision of Bank of Mauritius at Mauritius, with the responsibility for regulation and supervision of Banks, Non-Bank Deposit Taking Institutions, Forex Dealers, etc. He also represented Reserve Bank of India in different international groups viz. Standard Implementation Group (SIG) of the Basel Committee, PDG-AEG Joint Task Force on Expected Loss Provisioning (TFP), SIG- Banking Book and international Group of FSB on Bail-In. Further, he headed RBI team for successful completion of RCAP exercise for India; was part of BCBS team for RCAP (Level 2) for Brazil and South Korea; was also part of team for on-site visit of certain banks in Asia-Pacific region in connection with the International Group Assignments.

S N Subrahmanyan is the CEO & MD of Larsen & Toubro and serves on the board of directors of this multi billion dollar conglomerate.

H.E. Khaled Albasias is the Director of Financial Sector Development at Saudi Central Bank, where he is leading the change and transformation agenda for the Kingdom’s financial sector under Vision 2030.

He is spearheading the national initiatives of developing the Fintech sector and ecosystem in Saudi Arabia, and has played a vital role in making the Kingdom emerge as an important player in Fintech space in the region.

Andy White is the CEO of Australian Payments Network (AusPayNet), the Australian payments industry self-regulatory body. Andy has over 25 years’ international experience, incorporating roles at the Bank of England, LCH.Clearnet and the Australian Securities Exchange. 
He is a graduate of Oxford University and the Australian Institute of Company Directors. 
Andy also holds advisory roles on the Payment Card Industry Security Standards Council, EMVCo, the Australian National Anti-Scam Centre, and the editorial board of the Journal of Payments Strategy and Systems.  
Former advisory roles include the Australian Government’s Modernising Business Communications Expert Panel, the Data Standards Body and Emerging Payments Asia.
 

Doris Dietze is head of Digital Finance, Payment Services and Cybersecurity at Germany’s Federal Ministry of Finance. Her responsibilities include the development of strategies with respect to fintechs and digitalisation of the financial market. She is also responsible for regulatory issues in this area. Prior to this, she served as a speechwriter for the Minister of Finance.

Masaki Bessho has been Head of FinTech Center, Bank of Japan, since September 2021. Previously, he has served as Associate Director-General of Payment and Settlement Systems Department, Deputy Chief Representative for Europe, and Head of Financial Infrastructure Studies Division at the Bank’s Institute for Monetary and Economic Studiers. He has led diverse research projects focusing on implications of novel technologies on financial systems and central banking services. He also represents the Bank in a number of forums on digital currency and FinTech, including the CBDC Coalition. He received an LL.M. from the University of Virginia (1999) and an LL.B. from Kyoto University (1994). He is admitted to practice law in the State of New York.

Chris Winter is Managing Director, Head of Asia Pacific Region for Discover Global Network.  His responsibilities include managing existing and developing new franchise relationships to support the growth of Diners Club business and expand acceptance via acquirers and processors for Discover Global Network.   He is also responsible for managing all network alliance relationships including China UnionPay, JCB, BCcard, NPCI, NCCC, NAPAS, PayNet, NETS, etc. and building broad alliance partnerships with networks in the Asia Pacific Region.
Chris joined Discover in October 2010 with a focus on building DGN acceptance across the EMEA Region. The fact we now have over 120 Acquirers certified with over 10 million outlets serving DGN cardholders is testament to the hard work and great progress he and his team have made.  In June 2022 Chris took on the role of VP EMEA Partnerships which broadened his responsibilities to include Issuing activities with current DCI Franchises and active N2N Partners across the region. Since taking on the additional responsibilities, Chris and his team have continued to make great progress in expanding acceptance as well as strengthening our relationships with key DCI Franchises and N2N Partners, successfully negotiating NPA extensions with key Regional Franchises such as DC Spain, DC Austria, and DC Nordics.

Prior to joining Discover, Chris has worked for many years in the Payments industry, including spending time with TSYS where he had a global role and Visa, where amongst other responsibilities, he spent a number of years living in South Africa establishing Visa as a Payment Scheme across the Sub-Saharan Region.    

Mr. Rajesh Bansal is the CEO of Reserve Bank Innovation Hub (RBIH). A highly regarded thought leader, he has nearly three decades of global experience in digital financial services and digital infrastructure across Asian and African markets. 
Mr. Bansal has been one of the key architects of India’s journey from a cash to cash-lite economy by actively promoting policies and designing new solutions for scale and adoption. He was a member of the founding team of Aadhaar and specifically led the design of India’s Direct Benefits Transfer system which is benefiting hundreds of millions of low-income clients. He played a key role in creating India Stack, a digital ID-based infrastructure for a presence-less and cashless service delivery platform, and has been a member of several committees of Government of India and the Reserve Bank of India (RBI), including in areas of technology, payment systems, and financial inclusion.

Challa Sreenivasulu Setty joined the Board of SBI as Managing Director in
January 2020 and currently heading International Banking, Global Markets &

Sunil Kumar Reddy B is the Chief Executive Officer of Andhra Pradesh Centre for Financial 
Systems and Services (APCFSS), a non-profit company under the Finance Department of Andhra 
Pradesh, and also the Additional Secretary to the Finance Department (FAC), Govt. of A.P. 
The APCFSS lays a strong foundation for implementing robust public finance systems and works 
on enabling related services in the state of Andhra Pradesh. On behalf of the Finance Department, 
the APCFSS collaborates with various agencies, institutions, enterprises, and departments to help 
in establishing practices, processes, systems, and procedures that are sustainable, efficient, and 
effective.
The organization has created the Comprehensive Financial Management System (CFMS), an 
enterprise-level application, being designed, developed, and implemented by the APCFSS on 
behalf of the Finance Department. CFMS is one of its kind application in the domain of Public 
Finance Management by streamlining, standardizing, and integrating the processes involved in 
receipts and expenditure management, cash management and accounting, human capital 
management, works, and budgeting on a common platform. Further, the organization is working
with numerous departments such as Housing, Social Welfare, WDCW, HM&FW, GSWS, etc.,

As the CEO of APCFSS, he has addressed the government’s long-standing issue of capturing 
Digital Attendance through the Facial Recognition Solution (FRS) Application which delivers

Comprehensive Financial Management System (CFMS) and enhanced its functioning by 
decentralizing the activities, completely automated the Budgeting process in HERB, simplifying
the Group Insurance of Government employees in APGLI, and streamlining the Centralized

public and reduced the time taken to process the services. Further, as the Additional Secretary of

Dr. Amar Patnaik is Member of Parliament in the Rajya Sabha from Odisha, representing the Biju Janata Dal. He is also the party’s national spokesperson and head of the party’s IT wing.

I am an officer in the Indian Police Service (IPS) having joined the 
service in the year 1994. I have worked as the District Police Chief 
in seven districts of Haryana, including as Commissioner of Police, 
Gurgaon, which is a big cosmopolitan town, and part of the National 
Capital Region of Delhi. I have also headed a police training 
institute, supervised armed police battalions and headed a specialised 
crime unit. I was also deputed to the elite Central Bureau of 
Investigation for four years where I worked in a specialised crime 
unit and vigilance and internal affairs department.

management, prevention and detection of crime, handling of law and

Dr. L.P. Sharma is a Technology Scientist and is working in National Informatics Centre (NIC), Government of India for the last 30 years. He has done B.Tech in Electronics & Communication, Masters in Computer Science and Ph.D. in Technology from Birla Institute of Technology, Mesra. He has presented his research papers in prestigious United Nations Regional Conference in Thailand, World Conferences in Singapore, Canada and United States, besides many other national and international conferences. He has also published more than two dozen of his research publications in national & international journals.
He is presently Scientist-F and Senior Director (IT) in NIC and holds the charge of State Informatics Officer (Sikkim). As State Informatics Officer, he is leading a team of Senior Directors, Directors and other technical experts of NIC, Sikkim who are engaged in providing Internet Services, Video Conferencing services, e-Governance services, core banking services, various utility payment services, Cloud Computing Services, etc. for State & Central government offices in the state of Sikkim.

Sanghamitra Ghosh is an Indian Administrative Service Officer of the 1997 batch, belonging to the West Bengal Cadre.
